Everything the gov't puts their hands on turns to crap! Better to keep these three items undergound than to let the gov't "F-it" all up.
How about killing all the wasteful spending on things like: presidential campaigns that last 2 years, federal housing, the IRS (taxes are a must, but this agency is completely disfunctional), etc.
Could you imagine all the committee's that would arise to investigate the pros and cons of legalizing prostitution....
Condom Committee - charged with finding the perfect one-size fits all condom for gov't approval, which color condom is most appealing, etc.
The Pull-Out Committee - charged with examing the benefits of just pulling out in order to off-set the rising costs in condom regulation.
The Investigative Committee regarding Legalized Prostitution - charged with dealing with the crisis of unwanted pregnancies and massive rises in STD cases due to the back-firing of the instituted Rule of Pull-Out.

1. I don't know how current, but most of the ones I used are siphoned out of the country and therefore we could get tax money and I could bet on horses without rigmarole again. For it. 2. What would Cyress Hill do? Legalize it. Just another prohibition. Does not work nor make sense. 3. As the philosopher Carlin said. Selling is legal. Fucking is legal. So why isn't selling fucking legal? Or words to that effect.
